I have concerns about the Ameren Illinois Eastern Missouri Grid Transformation in Marion County Missouri. Has this been commissioned? This is an Ameren Illinois project effecting many Missouri residents. I live at 5650 Wisteria Lane, Palmyra Missouri where it is in the proposed for the watts to increase from 161 to 345 kv to include new steel monopole structures. The complaints and concerns I have are 1. Few benefits to Missouri residents 2. The new structures will propose health concerns due to close proximity. 3. Wildlife concerns of high structures. There are migratory birds in close proximity including bald eagles that live nearby. 4. Noise from the structures. Can hear noise from the current ones. 5. Lowering land value. |

This concern is for EA-2026-0183 where Ameren is requesting to build a 200mw battery plant at the Huck Finn facility in Audrain County. Although the probability is low for a significant battery fire/explosion, it is still a possibility. Is it wise to put this facility near a major Panhandle Eastern natural gas line? Additionally, our fire response is a volunteer fire department who likely cannot handle something of this magnitude should it occur. Ameren has other safer locations where this battery facility can be placed. |

I have attached a report that was released in January, 2026, describing the fire hazard these facilities pose. Has Ameren or the PSC discussed fire hazards of these BESS facilities? Does Ameren have contingency plans should one of these facilities catch fire? After reading this report, I would suggest asking Ameren how they would handle a burning BESS facility prior to approving their request. Do they have any plans to remediate any environmental damage caused by a fire? Would there be any human health concerns? If Ameren has no answers, I would suggest waiting to approve these facilities until they do. If possible, please send me an email confirming your receipt of this email and report. See attached |

Ameren is proposing to build a battery energy storage system at the Castle Bluff Facility. These lithium-ion batteries pose significant environmental risks, particularly the potential for a thermal runaway scenario that could emit toxic smoke over the S County region for an extended period. I would like to attend a public hearing to voice my concerns regarding this project. However, none of the 3 LPHs offered by Ameren are located in STL Co or its bordering counties. The closest in-person hearing is over an hour away from the community where the facility is proposed to be built. Given the potential impact on local residents, I request that a public hearing be scheduled within StL to allow affected community members to participate. |

recently learned of Ameren s request to build new battery energy storage systems, two new solar generation facilities, and a new switching station in our area. I am incredibly concerned as a close resident. I have four young children that swim in our creeks and lakes, fish, hunt, as well as rise livestock and hay. We are a small rural community with volunteer firefighters and EMS. We deeply rely on clean water safe soil and a healthy community. Case No. EA-2026-0183 In the public hearing they discussed a 6 ft fence around the facility. https://extension.psu.edu/environmental-impacts-of-grid-scale-solar-development discusss an 8 foot fence requirement. Deer clear 6 feet and wiith no security monitored/ human entrance needs to be considered (vandals) Scaling 8 feet is harder than 6 feet This lends to the lack of Ameren's part and the lack of no transparencies on any investigations or tests available to the public tells me they haven't reseached this enough. The proposed development must be denied. The parties seeking the development are moving too fast and are ignoring the coming AI-bubble pop; this exact pattern hit telecoms in 2001-2002. The communities and taxpayers were left to burden abandoned projects, muni debt, and environmental contamination/disruption. It is highly unlikely that the parties seeking approval of this project will ever complete it. Missouri taxpayers will not get any benefit. The huge solar farm will disrupt wildlife, completely change their habitat and force them to relocate. I'm writing with great concerns over the proposed BESS system. Other than the obvious destruction that's happening to our farm land, there are several other environmental problems. Clearing open fields or forests destroys vegetation and nesting grounds for local animals, specifically our deer population. New power lines, fences, and access roads destroys these paths that our land and air animals travel. We rely on these food sources here locally. Overheating can cause fires that release toxic gases like hydrogen fluoride or carbon monoxide, polluting air and posing immediate risks. Water used to put out battery fires may wash harmful chemical residues into nearby streams. These streams supply our well & livestock water. |

I have no data to validate my opinion, but it is obvious to me Ameren is targeting counties with little to no planning and zoning regulations for solar farms and associated facilities. 28 of the 39 Missouri solar farms are in rural areas with little to no planning and zoning. Contamination of the soil and risk of fire are real issues that will affect the people of Lincoln County. Loss of useable farmland is also a significant issue in our country and will eventually lead to us not being able to grow enough to feed people. The opinions quickly turned into concern with only local electric demand considerations showing a lack of understanding as to the larger picture that this project would achieve. The cost question has not been settled. Right now, EA-2026-0183 asks permission to build Millcreek. ER-2026-0291 is setting the first standalone data-center/large-load rate class, but Ameren admits there were no actual large-load customers operating in the historical test year, so it is using another industrial class as a proxy. The real-world class-cost allocation will be revisited in a future general rate case once at least one 75-MW customer is actually operating and appears in the test-year data. The settlement expressly preserves that fight. And because Millcreek isn't scheduled to operate until 2028, its own costs will also come into rates later—not in ER-2026-0291. |

The volunteer firefighters in Eolia and surrounding communitiesdo not have proper equipment/training to engage in any remediation of battery fires. The Central County (St Charles county) firefighters just finished learning how to put out Tesla battery car fires. how can this be reasonable for volunteers to be expected to perform when a huge county with a huge tax base can handle one Tesla fire? All thw risk with batteries and all involved are very dangerious.our domestice and wild animals and us humans are at risk.All of this and the solar will destroy life in this area.We do not need or want this in a very productive farming and livestock area. With this gone who feeds our animals and us.Take your batteries and solar to unproductive areas. This is not leaving a green footprint! It will be leaving total devastation to the land and us. The extra on the land the emissions and erosion to the soil and waterways will be horrible. Ameren cannot start this project in this area. There is too much at risk. |

What are the Megapack 3’s coolant type and per-unit fluid volume, and what is the total fluid inventory across approximately240 units? Please file the safety data sheets. What spill containment design exists for the coolant inventory- and where is this in the record? Will Ameren commit to quarterly groundwater monitoring at its own cost, with results filed publicly, for the operating life of the facility? What financial assurance- bond, escrow, or dedicated fund- guarantees removal and clean up when this facility reaches end of life? The docket shows none. The hazard- mitigation answer in the discovery is redacted. What about the hazards to this community is confidential- and will Ameren move to display it? |

Dear PSC, The Missouri Public Service Commission should reject AE-2026-0183 unless Ameren first demonstrates that existing, previously developed, and brownfield energy sites cannot safely and economically accommodate this project. Ameren Missouri's own published materials demonstrate that battery storage can be located at existing energy facilities and that the company has already pursued this approach. Ameren states that it pursued battery projects at the retired Rush Island and Meramec coal plants, utilizing land that had already been dedicated to energy production for decades. Ameren is also adding the Huck Finn BESS to the existing Audrain Energy Center property. (see attached PDF) |

Dear PSC, I am writing to respectfully but forcefully oppose EA-2026-0183 and ask the Missouri Public Service Commission to deny Ameren Missouri’s application for the Millcreek BESS and related facilities. This is not simply a disagreement over development. The people who live in the affected community are asking the Commission to protect their homes, families, farmland, woodlands, water, wildlife, and long-term quality of life. (See attached PDF) |

STOP EA-2026-0183 My family strongly opposes Ameren Missouri’s proposed Millcreek Battery Energy Storage System (BESS). We urge the Missouri Public Service Commission to STOP this project before irreversible damage occurs. A massive battery facility should not be placed in the middle of farmland, woodlands, wildlife habitat, and near our homes and water resources when safer, previously disturbed, industrial, utility, or brownfield sites may be available. The risks are too great to ignore: battery fires and thermal runaway, hazardous materials, emergency-response limitations, impacts to water and wildlife, and potential harm to endangered species. We respectfully ask the PSC to investigate the proposed Ameren/Union Electric project in Lincoln County and provide transparency regarding its true purpose. Residents have serious concerns that the infrastructure may be intended to support a future large industrial customer, potentially a data center. We are not alleging this is the case; we are asking the PSC to determine whether it is. Please investigate Ameren’s communications with Lincoln County, projected electrical load and capacity, potential customers, and any known water/groundwater needs or impacts. Many residents rely on private wells. We deserve to know what is being planned and whether adequate safeguards are actually in place. |

As I stated I am on the predominantly downwind side of this site. I heard what Ameren has said regarding their safety plans should a fire occur. They advised they will be relying on sensors. I believe the Ameren Taum Sauk disaster also relied on safety sensors and if I’m not mistaken two or more safety sensors failed leading to Amerens disaster! Lithium batteries are notorious for overheating and catching fire. Imagine 12 acres of lithium batteries burning! Nothing can be done but letting them burn themselves out by Amerens own admission! *See Attached |

Ameren has to prove this serves the public interest. We find locally and elsewhere, residents dont want battery farms, solar or data centers. Our petition: over 1,150 signatures in eight days. On behalf of Lincoln County residents regarding EA-2026-0183, the proposed 250 MW Millcreek BESS. We support Dr. Marke's position that these projects warrant approval only if large load customers fund them in full. We ask the Commission to establish before deciding: which entity holds fire code and plan review authority over this site and what review has occurred; the status of outstanding USACE, DNR, USFWS and floodplain approvals, with file numbers; and the exact Megapack 3 safety testing relied upon. We ask that any certificate be conditioned on completion of the final Hazard Mitigation Analysis and Emergency Response Plan, and review by the responding fire district, before equipment delivery or energization.
