Manufactured housing is at the forefront of solving the current extreme affordable housing crisis, but unnecessary regulation hinders the industry from doing just that. Held to rigorous standards at both the Federal and State level, manufactured homes are the most regulated form of housing in today’s market. In 2025, 1768 manufactured homes were shipped into Missouri, with the MO Public Service Commission only receiving 12 consumer complaints. That’s an over 99% satisfaction rate with our homeowners. Manufactured housing plays a critical role in helping solve today’s affordable housing crisis. Unfortunately, additional unnecessary regulations can make it harder for our industry to provide quality, affordable homes to families who need them. Manufactured homes are already one of the most heavily regulated forms of housing, with strict oversight at both the federal and state levels. In 2025, 1,768 manufactured homes were shipped into Missouri, yet the Missouri Public Service Commission received only 12 consumer complaints. That’s an over 99% satisfaction rate with our homeowners. That speaks volumes about the quality of the homes, the professionalism of our industry, and the satisfaction of homeowners. Please do not add any addition addendum to the requirements for the Licensed setup crews in our state. There are enough rules already on the books to manage and regulate the licensed crews that are setting homes in our state. Specially, the proposed requirement for regulating the installation and connection of the gas lines for homes built from factories with gas. I have been a retailer in Missouri for over 25 years, and we do very few gas homes. I feel the connections are better handled by professionals in our state that deal with natural gas and propane -- NOT the setup crews who are unfamiliar with those types of connections. This adds undo responsibility and potentially dangerous outcomes. (See attached PDF)
