While Federal incentives (IRA etc.) are helpful, they are not enough to advance our efforts economically. We need support from our local utilities. We are at a disadvantage to jurisdictions that have more robust utility programs when trying to make our properties more resilient and energy efficient. Missouri should be at the forefront and not at the back of the pack. These programs save ALL ratepayers money, boost local business, and have great ROI. Please approve Ameren Missouri's proposed energy efficiency portfolio that will help business/residential customers save money and improve their buildings. |

Energy efficiency continues to provide the lowest cost resource for utilities to invest in; reducing the power a building consumes means the utility has to produce less power, saving all ratepayers money long-term. The IRA includes a complicated web of tax-based incentives that are temporary and very limited in funding – only a fraction of the what Ameren historically pays out in rebates. Their program is well established, with experienced staff and market presence. Since we’re continuing to see tremendous growth in demand for electricity, we need this program in conjunction with the IRA to accelerate energy efficiency and reduced carbon emissions. |

P202400746 | 5/29/2024 6:48 PM | As a consumer of electric power in St. Louis, I worked towards reducing my energy use by replacing my HVAC, cooktop and water heater system with Energy Star efficient appliances using the Ameren rebate programs as a major incentive. Energy efficiency continues to provide the lowest cost resource for utilities to invest in; reducing the power a building consumes means the utility has to produce less power, saving all ratepayers money long-term.The electric utility is still the first place many customers turn to when they need help reducing their bills. Ameren’s staff is well-suited to direct customers and they cannot fulfill this role if they have no energy efficiency staff. I urge you to approve Ameren's energy efficiency programs. |

Affordable energy is a basic need and every American should have access. Together, the state and estate owners, can be drivers of the change. The program also provides an alternative to traditional energy harvest/savings in MO which otherwise will keep contributing to climate change and bad air quality contamination. Add., existing and historical buildings with rich cultural backgrounds can be preserved and retrofitted for the future. This helps saving resources and unifying society. In a first world country, a support for energy efficiency incentives, should be standard in order to demonstrate the country's commitment+leader's role |

I personally utilized the HVAC rebate, when I purchased my first home and installed a 16 SEER air conditioning unit. Given the state of inflation, please approve Ameren Missouri's proposal for an energy efficiency portfolio that will help its business and residential customers save money and improve their buildings. Sustainability and climate resilience awareness is at an all-time high. Keeping the programs in place will be the most efficient way to reach the most people. This is the time to double down on anything that can increase the sustainability of our utilities. |

Local incentives remain vital, and energy efficiency efforts in Missouri are far from exhaustive. The Inflation Reduction Act's temporary, tax-based incentives cannot replace Ameren's well-established programs. Utility programs and federal incentives should work in tandem to maximize energy efficiency. I urge the Commission to approve Ameren's proposal to continue supporting these essential programs. |

In addition, we would prefer that Custom incentives utilizing energy modeling receive enhanced incentives since savings is specific to an actual customer at a specific location. Our firm was created for this type of program. |
