Last month, my bill encompassed 50 days. This month, I have called to see when to expect my bill and it will also include almost two months of utilities. However, they are requesting an increase in Authorized Return on Equity (ROE) from 9.25% to 10%. (Timothy N. Wilson, item 11) This increase should be denied. Further, a very careful analysis of the expenditures should be undertaken to determine if they are justified by customer needs, or driven by a desire for profit. I am not an expert in most of these areas, so I urge the PSC to review them very carefully. I am an expert in IT systems, and I have carefully reviewed the testimony of Shawn Eck, item 16. I have found the testimony does not justify the $7.38 million in capital expenditures. (Out of space...) |

As there are no other options for utility providers other than Liberty, customers cannot shop around for the best service for their budget and are forced to accept any rate increase approved. 20% is too much of an increase for Missourians hurting from the last four years of inflation, especially since this makes the 6th local utility company requesting customers pay more each month for their utilities including gas, electric, water, and sewer. Liberty needs to know customers are not unlimited revenue generators to make up for the lower 2023 profit generated. |

Based on the fact that Liberty holds a monopoly on our electric service AND they are a for-profit company, I find it absolutely ridiculous that anyone in public office would allow any rate increase, or the bill for SB 4. As a for-profit company, their primary responsibility is their shareholders and their bottom line, not to the residents of Missouri!! If this increase is allowed, my electric bill will almost match my house payment. PLEASE do not allow another increase by this organization!! |

They are also charging us for the removal/destruction of the Asbury electric facility , their choice to do that! They are charging us for the February 2021 Storm (whatever that is) There is a charge for an Energy Efficiency Program cost and a charge for an Energy Efficiency Investment. All of these charges seen quite arbitrary and a means to skirt the rate that is already approved. Our monthly bill still has a charge for destroying the Asbury power plant, that could still be operating. Liberty Electric has more extra charges than the electric costs. |

They can set up a separate dedicated power generation for their operations. Liberty doesn’t need to increase rates. Our 60 year old grid was never designed for data centers. Billions of taxpayers dollars go to utilities that haven’t developed anything better in 60 years than wires on poles that can break at anytime. |

Since taking over Empire District they have been granted constant rate increases. Being a public utility, their rates should be cheaper than city municipalities and cooperatives. They are not. In our area they run close to 35% more. Please do not grant them Another rate hike. |

Not only are they asking for the fuel adjustment but they also want a 29% base rate increase. Not to mention the bill that the state legislature passed giving utility companies the right to raise rates for future growth without any limits or checks. Liberty is currently being investigated due to billing issues. They need to clean up their business practices before asking their customers to fund anything else. I can assure you no one in Missouri is getting a 29% pay increase and with the minimum wage increase, the cost of living is going to go up and is actually a pay cut for those of us making more than minimum wage as our wages do not increa*See Attached |
