Liberty is requesting permission to build & operate a gas-fired generating unit (250 MW) at their State Line Generating Plant at Joplin, MO. I am opposed to additional fossil-fuel fired generating capacity when renewable sources such as wind and solar are readily available. |

I am a Joplin resident and Liberty customer. This project will not be operational until around 2030, yet customers may be asked to bear increased costs now. That creates a multi-year gap where customers take on financial burden without receiving benefit. This is especially concerning given the Missouri PSC’s recent findings of widespread billing errors, delayed bills affecting nearly half of customers, and customer service failures. Costs continue to rise while service has not consistently improved, increasing frustration and eroding trust. As a monopoly, customers have no alternative. I respectfully ask for stronger customer protections, accountability, and consideration of prior public concerns before moving forward. |

I do not oppose the proposal to add generators to the current site if needed. However, homeowners and businesses who have incurred the expense of installing solar are being left behind. It seems that for any and all increases in rates and costs passed to the consumer, Liberty should also increase the return to solar power provider consumers equal or proportionate to the increase. Fewer homeowners are installing solar as the cost greatly outweighs the benefits. In order to increase incentive for solar it is vital to close the gap of cost vs. return. Every time there is a rates increase the returns or benefits for solar consumer providers decreases and the gap increases. I ask to include increased returns to solar consumers as well. |

They're asking for an expansion and to add more equipment to supposedly help the people yet they'll turn around and put that on the people. The cost of electric service through Liberty is already poor and the rates are among the highest in MO. I don't see how it benefits the people whatsoever. |

RE: Case no. EA-2025-0299 I am writing in opposition to the construction of a new natural gas fueled combustion turbine electric generating unit. It is irresponsible to continue to rely on fossil fuels given their environmental and health detriments. Other developed nations, recognizing the scientific and economic benefits of renewable sources of energy are racing to update their energy grid with cutting edge technology to be energy independent, resilient and sustainable. Missouri and the United States should not be left behind by saddling the next generation with crippling energy costs and negative health and environmental outcomes for already outdated means of generation. |

I'm submitting this comment for the virtual hearing on April 16, case no. EA-2025-0299. I would like to hear Liberty address how much of the need for this new unit comes from residential and traditional business use, and how much comes from customers powering data centers. As residential Liberty customers are already paying a massive increase in our bills (and the increased power costs also drove up our water bills), I would like the Public Service Commission to look into whether ordinary consumers are subsidizing the huge power usage of data centers with our bills. Are these increased costs due to residential use or the demands of tech companies? If the latter, why should ordinary resident subsidize data centers? |

I feel that Liberty Utilities has not provided the total cost of this project to the consumers. This project needs to be put on hold until 2030 at which time it may be necessary. They are continuing to supply the Southwest Power Pool at this time. |

I oppose the proposed transmission line and easement affecting my residence and adjacent remodel property in which I hold a vested ownership interest. Proposed lines are planned are egregiously short of the recommended 1300 feet of my home, creating significant health, safety, livability, and property value concerns. Representatives entered, photographed, and flagged both properties without prior notice, sought immediate signatures, and proposed easement terms that severely restrict private property use and future habitation. I request heightened regulatory scrutiny, full landowner protections, and denial or modification of approvals until impacts, notice procedures, and property rights protections are adequately addressed. |

If solar was considered how did the initial investment compare cost wise and how did the cost per kilowatt hour compare over the assets life span considering natural gas would not be needed as a fuel source? I do not trust what Liberty is asking for. They tried to increase our payment rate last year by 30%. They say that they are an American owned company and that is not true. They are owned by Algonquin Power and Utility's Corp. That is a Canada based company and is owned by other investors. We should not be subject to a rate increase unless we know how much they want. If it's as high as the last request it should not be allowed at all. I have looked into some of the investors, and they are not friendly to America or the American people. |

Susan is opposed to this project. She lives in neighborhood near the current proposed site and the area is already too noisy. She also does not believe that Liberty conducts business like they should and does not make responsible choices. CIS system & issues are more recent example. She is asking PSC to deny CCN request. |

Although I agree that Liberty Utilities (former Empire District) needs to increase their baseload capacity to make up for destroying the former Asbury Generating Station that provided as much electricity as their planned gas turbine at the State Line Plant, I believe that they should not receive any increase in rates because of the construction of said gas plant. They should only be able to receive rates that would pay personnel and fuel and maintenance of the planned gas plant. The MO PSC should also retract the customer expense related to the destruction of the Asbury coal plant and the cold weather power purchases required because of the destruction of said Asbury Plant. Their Wind & Solar plants are not baseload reliable systems. |

"I am opposed to legalization of this b/c of the personal history me and the customers I represent with Liberty. I have attended multiple LPHs, town halls, and watched agendas. The Co. has not produced any proof or documentation to show that they've got their house in order. And they should not be allowed one penny from us or the gov't, in my opinion. There is already a major upset w/ the project at Wildwood Ranch. They do not deserve this at all without them pitching in their own money. I appreciate that the Commission, Staff, and OPC have recognized the failures and shortcomings of this Co. and disallow them the $ they have asked for until they can prove they've done so. |

PSC Commisionors, PSC Staff , OPC staff i appreciate the work you have done thus far by slowing any monies allowed to Liberty pending rate case & putting a 2yr pause on asking for futher rate cases. Yet & it seems only a hoop for them to jump through that by watching all your agenda they still can,t do it. meanwhile they have fuel ,transmission lines, 250GW Gen already looking for more even stated by staff they can,t get their house in order! I would like to express dismay at everything being virtual or electronic since a lot of your customers are older and not used to this type of "meeting". Unfortunately those people are the ones that would be harmed by rate increases due to being on fixed incomes. I was one of the many customers that had their billings messed up by Liberty. It was hard to ever get straightened out. I know that was in the past and supposedly they have corrected the problems. However, my neighbor had problems in the last month or 2 where they were billed for payment they had already sent. They called Liberty and they didn't show anything so the customer went ahead and paid the bill they had received. Two weeks later they received a refund*See attached |
