The purpose of this Access Tariff filing is to restructure Originating Access and reduce rates. Per FCC Order FC-20-143, the FCC mandated carriers to 1) separate Originating Access into 8YY and Non-8YY elements, and 2) reduce Intrastate rates to be in parity with Interstate rates to minimize arbitrage and fraud, as addressed in the Order.
