P202100001 | 7/6/2020 1:57 PM | Ms. Hendrix is strongly against Confluence Rivers rate hike. She survives on a $800.00 monthly disability check. Raising the rates they did drastically limits the amount of money she has reaming after paying her monthly bills. Her new sewer bill is as high as her electric bill, she finds that very hard to understand. She would like the PSC to repeal rate hike and lower sewer rates to a more affordable level. |
P202100006 | 7/7/2020 10:16 AM | (tb) see attached email from customer |
P202100016 | 7/10/2020 9:15 AM | The HOA of Evergreen Lakes is concerned about the price increase on the water bill. We feel it's unfair that we will be charged higher amounts than other communities serviced by Confluence Rivers. (see attached). |

P202100050 | 8/10/2020 10:24 AM | I only have sewer through Confluence; water is through PWD #3. I don't understand why such a high rate increase if the infrastructure still hasn't been updated. Nor do I agree with the fact that the increase was done all at once vs. doing increments throughout the year. My sewer bill has tripled which is ridiculous. I would like to be contacted regarding this. |
P202100051 | 8/10/2020 11:25 AM | (co) Customer upset with the recently approved increase in water rates. She is a Majestic Lakes resident who is having to cancel another service just to keep the water on. This is not ok, unacceptable, and highway robbery. People are watering sod and are not working right now. |
P202100053 | 8/10/2020 2:30 PM | (co) Customer upset with the recently approved rate increase. This is price gouging. It is unethical to force this upon is during a pandemic. Confluence Rivers should be held liable for their inappropriate actions. |
P202100054 | 8/10/2020 3:01 PM | (DF)Mr. and Mrs. Dowil would like the Missouri Public Service Commission to know, that the approved rate increase for Confluence Rivers is excessive to say the least. They attended the Local Public Hearings and felt let down that such a excessive increase was approved. See attached. |

P202100057 | 8/10/2020 4:35 PM | (DF)See attached complaint. Called and spoke to Ms. Farris regarding the rate increase. Informed her that was an approved rate increase and would not be able to file a informal complaint being that the rate increase was approved by the PSC. See attached. |
P202100059 | 8/11/2020 7:44 AM | (DF)See attached Public Comment. |
P202100060 | 8/11/2020 9:22 AM | (DF)Ms. Jennings would like the commission to know that she is very upset in regards to Confluence Rivers rate increase. She and many of her neighbors are elderly and on fixed incomes. She believes that a gradual increase in rates would have been more acceptable. |
P202100062 | 8/11/2020 2:11 PM | (DF)Mr. and Mrs. Parsons would like the commission to know, the Confluence Rivers rate increase is making it very tough for them. They are on a fixed income and are having a tough time budgeting around the new charge. They believe the basic sewer service to be extremely high. They also believe that Confluence Rivers will recoup the money invested in infrastructure upgrades in matter of months. At that time the rates should be lowered. |
P202100063 | 8/12/2020 8:41 AM | (DF)Mr. and Mrs. Ousley would like the commission to know, that they were mislead by Confluence Rivers initial letter regarding a potential rate increase. They believed that their water bill would maybe double not triple. They are on a fixed income and did not plan on their water bill being this high when they moved to this property four years ago. They are considering drilling a well and adding their two neighbors to join in. |
P202100064 | 8/12/2020 9:17 AM | (DF)Mr. Holbrook states that with this Confluence Rivers increase, his water and sewer bills are higher than his electric bill. He never thought that he would have to say that. He believes the rate increase to be unfair and extreme. Mr. Holbrook hopes that after infrastructure upgrades are completed, Confluence Rivers will lower rates. |
P202100065 | 8/12/2020 11:37 AM | (DF)Mrs. Stark has just received her latest Confluence Rivers water bill. She would like the commission to be aware, this rate increase during a pandemic should have not been allowed and is unfair. On top of dealing with lifestyle adjustments due to Covid-19, her husband just lost his job. They were a one income household and this last rate increase is just making it harder for them to get buy in these times. |
P202100066 | 8/13/2020 9:20 AM | (DF)Customer would like the commission to know that he is livid over this PSC approved Confluence Rivers rate increase. He and a few neighbors are looking into drilling a well for shared usage. They are also looking into septic systems. He has just recently been laid off due to the lack of business during this pandemic. He believes a gradual increase would have been a lot easier to stomach, while Confluence Rivers did their infrastructure upgrades at a slower pace. |
P202100067 | 8/14/2020 12:16 PM | See Attached |
P202100069 | 8/17/2020 1:31 PM | (DF)Ms. Monje would like the commission to know that she is very unhappy with Confluence Rivers rate increase. She finds the increase unfair and believes her community will suffer because of it. There are also a lot of rentals in that area. She believes the owners of those properties will have a hard time finding renters due to high water bills. |
P202100070 | 8/17/2020 1:36 PM | (DF)Ms. Anderson believes the Confluence Rivers rate increase is unfair. She is uses Confluence Rivers for sewer but not water usage. She believes that she should not be responsible for the water infrastructure upgrades only the sewer upgrades due to her only using their sewer system. |
P202100071 | 8/17/2020 4:10 PM | (DF)Ms. Mullen and her family were not prepared for their water bill to triple. She is a caregiver for her husband who is medically retired, he did a couple of tours in Iraq and was injured during his time over there. They are on a very limited budget as she can only work part time. As a consumer they are aware of necessary upgrades but tripling their bill seem outrageous. |
P202100080 | 9/1/2020 8:20 AM | (DF)Mr. Tucker would like the Commission to be aware, he does not believe Confluence Rivers should have been approved for such a drastic rate increase. He believes it unfair that a family of two is paying the same rates as a family of eight. |
P202100084 | 9/8/2020 4:43 PM | (co) Customer is against the approved rate increase. He stated it is not fair as he will not have another family. They are all gone, so he is by myself. Someone with a big family, sure that is fine to raise the rate but when one person he has to pay for it. Especially, with no notice in the mail about a raise like surprise. This is higher than his water bill, wow. |
P202100085 | 9/10/2020 10:33 AM | (DF)Ms. Billings noticed a hang tag on her home. This hang tag contained information regarding Confluence Rivers approved rate increase and suggested the homeowner call our hotline and ask for Doug. Ms. Billings would like the PSC to be aware that Confluence Rivers rate increase makes it very difficult for her to budget, considering she's a single parent of an 8 year old. This a drastic increase and was something that she had not considered when she moved to this area in January. |
P202100086 | 9/10/2020 3:11 PM | (DF)Mr. Thrower believes the amount of the Confluence Rivers rate increase is ridiculous. He states that, "He doesn't mind paying for water but feels that since rain comes from the heavens it shouldn't cost that much". Mr. Thrower was another recipient of the door hand tags someone in the Rolla area is distributing. The tag suggest they contact the MPSC and ask for Doug. |
P202100087 | 9/11/2020 11:49 AM | (DF)Mr. Johnson would like the commission to know, he does not believe Confluence Rivers should have been allowed to raise their rates to this level. He feels that all parties involved in the decision making process, did not take into consideration the consumers thoughts on this matter. |
P202100088 | 9/14/2020 9:32 AM | (DF)See attached Public Comment. I called and spoke with Mrs. Hughes on 9-14 regarding rate increase. |
P202100094 | 9/17/2020 11:21 AM | (DF)Mrs. Combs believes the Confluence rate increases for water and sewer usage are unbelievably high. She is concerned that because of the high water and sewer rates, they will find it impossible if and when they decide to sell their house or possibly rent it out. She also believes that the almost $2,000,000.00 price tag for infrastructure upgrades to system are outrageous. |
P202100095 | 9/17/2020 1:24 PM | (DF)Called and spoke with Mr. Tisdale regarding this issue. Informed him these are state approved rates and unfortunately I can do nothing about them. Suggested that I enter his thoughts on the matter as a Public Comment. |
P202100098 | 9/18/2020 8:19 PM | Where is the justification explanation for Confluence Rivers Rate increase? How is the extra $306,355 (from water) and $345,597 (from sewer) spent by the company? I want to see the results of the audit and or a ledger from the company explaining where this extra revenue is being spent and who or what it is going to. |
P202100103 | 9/24/2020 2:56 PM | (DF)Mr. Smith is very unhappy with the water and sewer rate increase, approved by the Missouri Public Service Commission. He believes that a smaller incremental rate increase would have been more appropriate during these times. |
P202100116 | 10/8/2020 2:27 PM | (DF)Customer wanted to be anonymous but wanted the commission to read her thoughts on the Confluence Rivers rate increase. She was made aware of the pending rate increase but was unaware of the drastic amount of the increase. She believes that the increase came at a horrible time and although her household income was not effected by job loss due to Covid-19, other's in her neighborhood were. She believes a gradual rate increase would have been acceptable. |
P202100129 | 10/14/2020 2:31 PM | (DF)Mr. and Mrs. Gulledge would like the commission to be aware, they believe the Confluence Rivers rate increase to be excessive and very unfair. (They had left a brief voicemail, and neglected to leave their complete phone number in order to discuss this issue with them.) |
P202100147 | 11/13/2020 3:39 PM | (co) Customer is upset with the recently approved water and sewer rates. He is requesting the PSC to require Confluence Rivers to install meters at all residences because he is getting overcharged without a meter. There are two people living at his residence. He would understand this rate if there were six or seven people living at his residence. He has never had a bill over $30.00 even with a leak. |
P202100193 | 12/17/2020 2:06 PM | (tb) David called to say he is upset with the rate increase for his water/sewer bill and this is water they can't even drink due to all the lime in the water. |
P202100642 | 3/31/2021 4:23 PM | (co) Customer called opposed to the rate increase. He lives in a low income trailer park. The company never fixes problems. He has lived here for six years. Some of his friends have lived here long and they have not seen the company come out to fix anything. |
P202200511 | 3/8/2022 2:39 PM | (JE) Robert called upset that Confluence Rivers rate increase WR-2020-0053 is too high & will not be adjusted/lowered. Believes that there have been no improvements. Wants rates lowered |
